What runs before you choose, what runs only after, and how to change it.
The short version
Nothing beyond what is strictly necessary runs until you choose. The banner presents accepting and refusing with equal prominence, and refusing is a single click, not a journey through a settings panel.

What runs only after you accept
| Purpose | What it does | Storage |
